its....a battery backup unit for your PC and anything else you want to plug into it. Google would have told you the same thing if you typed "APC back up" in it.

I use them loads where I am. It is if power fails, they will take over for a short time so the servers/equipment such as switches  can shut down correctly, or depending how large it is (how much power it holds) then you can keep them running for a few hours until the power comes back on. They are good in areas where power fluctuates a lot and is inconsistent.
