Whatever sonicwall your money can get. They are quite good for small to medium business applications. If you want something other than a sonicwall, the Ubiquity EdgeRouter Lite is also a good choice. There is also the EdgeRouter Pro that is more powerful for ~$350

Any suggestion on a small business router that provide address reservation that is around 400$

Ubiquiti EdgeMax routers are pretty awesome, the software is called EdgeOS, which is a modified version of Vyatta and so supports lots of awesome software packages. It has great enterprise features like site-site ipsec VPN, RADIUS client etc.

On the DHCP thing, you can run a DHCP server on it and can choose what range you give to new devices, and it has a button in the web-ui that can map a static IP to an existing lease.
