Im building a PC with a budget of around 600-800

(Im building a PC with a budget of around 600-800*)

I want to build my first true PC for the purpose of gaming.

I want to have at least 16 GB of DDR3 preferably DDR4 which ever is better..

I plan to play games like cs go and Fallout 4. 

Also I will be playing on a 1080p 60hrz monitor.

And I still don't know Intel or AMD.

well u will not get the x99 DDR4 platform unfortunately with that budget

I don't think that you need 16 gb for gaming(my opinion). I do think that you should get 8 gb and spend more on other components such as your cpu or gpu.

You could work on getting a better CPU, or get an SSD to boot off of or store whatever on it.

You could also work on getting a better cooler. Since I didn't know your friend had an OS, it wouldn't be too shabby to invest in a CPU cooler such as the H60 and a cheap SanDisk SSD Plus 120 GB to boot off of.

Swap out the HDD with a hybrid, and  Get a better psu(you will need it if you chose to install a power hungry card in the future) with the extra money. I also agree with using the r9 380.
