Well, it does stop after a bit, should I still worry?

It could mean the fan is dying, which cools the psu as @Gix7Fifty said it's worth RMAing if the PSU is new (or under warranty), otherwise it will only be an issue if the fan dies (which a bad bearing can lead to), well besides being annoying that is.

So, when I power on my PC, I hear some noisePSU_Noise1.wav from the PSU(It's pretty loud, I recorded it close to the PC so you can hear the little things, but I can hear it from under my table).
It usually stops within a few minutes, sometimes even longer.
I think it's related to the power outs we are having, and I have a Zalman ZM500-LE if that matters.

 

I want to know if it's something I should worry about or not.

It may be coilwhine, but I not sure. Doesn't sound like it from that recording

Bad fan bearing? Is the fan spinning when this noise is heard, I don't think it is whine as that has more of a "hum" noise than this.

The fan is spinning.

Well then that's the likely answer, the main sounds a PSU can make are from the fan, the coils (inductors), or the capacitors (if they explode), and your noise sounds like issue #1, a bad fan

How loud is it? Can you hear it when you're a couple feet away from it or do you have to put your ear to the PSU?

As I said, I can hear it from under my table, which is about 4 feet, and I have a Define R5, without a window, so there is noise dampening material.
