I just did a clean install of windows 10 pro on a new PC which I want to activate as OEM. When I downloaded the Media Creation Tool from microsoft, there was not an option to create an install of an OEM version of windows 10 pro. Does this mean that it is handled through activation? I need to know this because I need to know if I can buy an OEM key or if I have to buy a regular key.

Did your PC come with a Windows License?

 

Windows 8/8.1/10 - Key is stored on the BIOS (the installer will detect the key and activate itself accordingly)

Windows 7 and older - Key is on a sticker on your PC

 

If your PC didn't, you have to buy a Retail Key to activate.

OEM Activation is possible only if your PC came with a Windows License.

Oh okay... I built mine so I guess I will need the regular one..

OEM is just different license style, not version. OEM windows comes with PC and is reinstalled with recovery media. Refer to your PCs manual to find out if it has built-in option or if you need to get recovery mendia from manufacturers site. Or you can use media for retail version and just enter license key later.
