If you buy a decent quality power supply from a known brand then you are good to run your rig off that wattage. However, I have seen power supplies in this range of wattage that don't come with the best spread of connectors. You might have to find some adapters.

I'd say a Seasonic,Corsair,XFX or other high quality make power supply with 620+ watts would be able to handle your setup easily.

as to sli 660 ti's.

660 ti max power consumption -150w

660 ti 2 - 150w

3770K - 77 watts

everything else lets say 50w

total- 427w

xbitlabs.com also tested 660 ti sli and on their uber rig: 3960X @ 4.6ghz,2 HDD's and an SSD,6 fans,and a zalman control panel add on it took 540 watts.so you'd definitely be fine.

620W will work, however will limit the upgradability of your computer.
Hmm i am sorry i cannot help you there, however in my opinion it should work but it depends on the other specs of your system and if your over clocking the cards and CPU
