I'd go 7 since I dislike 10, plus that GPU may not have 10 drivers.

there are drivers and w10 runs WAY better on weak computers.

Windows 7 or Windows 10?

32-bit or 64-bit? Might upgrade to 4 GB of RAM soon.

There is drivers for Windows 10, I tested recently a 9500GS and it worked perfectly, so there should be drivers for a 9400GT too.

It really depends which one you prefer.

I would ALWAYS use 64-bit OS if possible, I highly recommend it. (because you'll be able to use all of your 4GB of RAM when you upgrade it)

Win10. I have windows 10 on my garage PC and its quite fast and snappy, despite having 3GB of RAM, some really old fanless single slot GPU, and a core2duo at 3ghz.

Win 10 for gaming, win 7 for everything else. Also go for 64-bit, but it should be default if you're upgrading from a 64-bit base win7/8/8.x. Judging purely on your system specs, you ideally want a 64-bit win 10 to get a little more performance in non cpu-intensive games.
