Look, if it's really bad you can send the card back to the manufacturer.

No they will not Rma the damn thing because warranty does not cover coil whine even if it makes your 23db computer into a 60db

I have had my GPUs for 6 months now but coil whine is still there isn't it supposed to go away over time?

Welcome to the club. Meetings are at the townhall Fridays at twelve. 

 

The issue may or may not go away. It can come back too. Not much you can do about it. Sound-proof your case if it bugs you.

It will never go.

It will only get worse, if it changes at all.

 

You can lock your frame rate to 60 and it will make it easier to deal with.

It's not a race to the bottom.

You can try down clocking. However I personally wouldn't.

Limiting the frames (however you've said you already tried)

Lower the volts.

Sound proof your case.

Sound proof your card (you don't close up your fans or vents but just the rest of it)

See if a different power supply helps at all.

 

There's not much more you can do apart from hot gluing what ever is whining. However will of course void your warranty and is completely dangerous.

It's not a race to the bottom.
