Windows 10 computer malfunctioning

I had problems with my internet adapter early today and while I was trying to fix it, I discovered that Cortana.exe was not running. I have turned off cortana but it should run even with just search because it also drives the start, search, and action center. My internet adapter is currently functioning properly but probably only temporally because I have had this issue in the past. Please help me because I need windows to function properly for recording.

3. Crappy power supply

4. Crappy Hard Drive

5. Linksys WUSB6300 AC internet adapter

I would try to run a virus scan.
