Internet Problem?

I have this problem before where my internet seems fine but there's something that's kinda strange..

 

Like here in LTT. There are very rare instances where I cannot post any thread. Like it will load a long time and the page will run out.

And if I restart my PC and tried to post again it'll go fine.

 

This happened twice already. I know the info I gave is very small to diagnose what the problem may be, but I do hope someone can give me ideas regarding it..

If you could provide us with more info it would be helpful.

How often does it occur, are we talking daily, weekly, monthly?

How are you connected to the network? (Wired, Wireless)

What DNS server are you using? (ISP Assigned, Google, Open)

What browser are you using?

When it happens to one site does it happen to them all or only the one?

Do you have antivirus/3rd party Firewall? (If so, What and have you run a scan)
