swapping HDD BIOS/ROM chips

I'm having some trouble swapping ROM chips on a Western Digital 2.5" USB drive PCB. The heat gun is easily able to reflow the solder on my test WD PCBs, but not on the project ones.

Did WD switch to unobtainium solder for their PCBs?
