Not that I know of. Many manufacturers have a 0% fan mode until the core gets above a certain temperature... Thats all I can think about, because even though the 960 is a low tdp card, you would need a relatively large cooler to keep it cool passively.

i think the highest level card reasonably-sized fanless heatsinks have got has been the R7 250, for a 960 you're either gonna need to substantially downclock the card and/or go with a bigass heatsink.

 

of course there are many 960s that have a heasink where the fans wont spin until the card gets quite warm.

Good luck hearing the MSI 960 Gaming on full load. It's really quiet, even when you're using low-rpm casefans.
