Yes you will reach 13 km if you have no reflections and a perfect line of sight.

But if you have a lot of refelctions, objects in between or the frequency is already used up by a local WLAN you are not going to make it. And even if, your data rate would be pretty low (~6 MBit/s). Also the connection will simply cut off if there is heavy rain or a lot of fog.
