Use this tool ( http://www.guru3d.com/files-details/display-driver-uninstaller-download.html ) to uninstall your graphics driver and reinstall them. In the Nvidia control panel (Not Geforce Experience, right click on the desktop) go to "Manage 3D Settings, then scroll down until you find "Power Management Mode" and set the prefernce to "Prefer Maximum performance", that should fix it. if it not try to set the right OC Setting in MSI and run a different game, you know Ubisoft isn't  good company for the perfomance of their games.
