Well, that is a drop from a Brand new one at 91.73 Cad If you are strapped for money then yeah but if you "can" spare it then i would go new, no telling how much it has been through.

I actually bought my R9 290 from same guy. He had bunch of those cards and bunch of same PSU and some AX1200. It was supposed to be a setup for his son and friends and didn't work out in the end. Was just assembled and used for few hours then stored again.
