Step 1) Choose your side, AMD or NVIDIA

Step 2) Pick a budget. $180 to $390

Step 3) Choose the highest tier card at the lowest cost while still using a non-reference cooler (So it's not a blower style). Cost being the budget you chose. 

Step 4) You're done.
