its faster, is more based on open source and has more than double the vram and amd isnt a dick when it comes to sharing their features with nvidia. also dx12 performance looks to be way better so far and at least in germany its cheaper

Ok so what is a comfortable heat for the CPU to be at as well as temps for the GPU as well?

Do you think the Noctis 450 is also a good choice regarding its default cooling?

The CPU will be fine as long as the temps are under 80C. Your case has plenty of fans so you do not need to worry there. As for the GPU it depends. The R9 390 is a hotter than the 970. I suggest getting one with 3 fans on it. For example the Nitro 390 or the Powercolor 390.
