Sure why not, I've seen it done in a few builds. Just make sure that when the side panel is closed, there is nothing pressing against it.

Yes I have a c70 and wanted to start a custom build but don't want tubes running over ram and some other parts so it was just an idea

In that case, it would depend on the case. It's probably better to just rearrange the runs so you don't need to route them.

I don't think it would look good unless it is done very well. Generally, clean runs look better than trying to hide it.

If you make the tubing slightly longer than needed and use angled fittings, you can get plenty of clearance over RAM and other components.

As others have said it's not a problem running it behind the motherboard if you have enough room, but just as an alternative you can get what are called cross flow rads where there are ports on both sides allowing for tubing to not go over or block the view of components, they perform the same as regular rads:

The only thing I'm wondering is where to put the res and pump the r9 390 is enormous

What case you have usually most have a fair bit of space near the front where you can either mount it on the side of the motherboard tray or onto the front rad itself is mounting locations are limited.
