Difference between VGA and HDMI

common sense tells me yes, but I've never actually heard of the frame rate being dropped; just the resolution...

No, it changes the maximum framerate (on monitors that support it)

Your effective frame rate will depend on the monitor's refresh rate (if you aren't sure, look up its model number) and how good your graphics hardware is. 

 

The cool thing about HDMI which differentiates it from other display cables is that it can carry sound AND visual information in one single cable. This means that if your monitor has integrated speakers, the visual cable will also give it sound; no other cabling necessary. 

 

Though there is a difference on a visual perspective. You'll notice that HDMI monitors using HDMI cables will give you a much sharper and cleaner picture than VGA.

Refresh rates! Also VGA tend to lose connections really easy, that's why you see them turning yellow, pink, blue at school etc etc....

It does not affect the framerates you get in games.
