Friend and I having same internet issues

Not exactly sure where to start here. I have a friend that streams on twitch. Back in June/July we were having an issue where he would start the stream and within a few minutes both of our connections would just drop. If not at the same time within a few minutes of each other. We live in different states with different ISP so it was pretty weird. We both got new equipment and switched from using Curse Voice to Team Speak thinking maybe that was the issue. For the most part it stopped happening but he didn't stream much after that so there weren't many chances for it to happen. Now he has been streaming quite a bit again the last few months and this same issue happens about 75% of the time. It's to the point where i can pretty much guarantee our connections will drop when he goes live. And it only happens when he streams.

 

There inst much me and him both have on our computers besides TS and Steam. We have thought it could be someone ddosing us or something. But i don't know how to confirm it and no idea how they would be getting our info. Is there anyway to figure that out? Comcast (his ISP) and Google (my ISP) are no help at all so i have no idea what to do at this point.
