So, back in around 2002-2004, we had this old win98 computer that had this risk-like game on it. i really don't know how to describe it very well, as i was only 5 years old at the time, so  don't remember much of it. I do remember that my uncle had installed it on the pc when he was visiting us one time, and it was a suite of games, and the game i am talking about was included in the package. basically, there was a continent, and there was different weapons you can use to "paint" the continent with your country's color. in the beginning, the majority of the continent was gray, then as it was conquered, it turned into the colors of the different factions. i may have butchered this entire game, but if anyone figures out what game i'm babbling about, you get like, 9001 internet cookies.

Wish i could help you but i think i am a bit to young. However if you figure it out let me know because my dad and i are doing a win 98 gaming build soon.

Sounds kind of like an RTS game... Maybe one of the older Total War games? I'm not really sure but sounds like an RTS of some sort so I don't know if that will help narrow down your search any at all.
