No point in getting the 6600K because you can't overclock it with that motherboard. Try to find a cheap Z170 from ASRock. Switch the GTX 960 to a R9 380. I'd change the PSU to either a XFX or a Seasonic one.

Need the nvidia card tho. He just hates amd for some reason.

That systems gonna cost somewhere around Rs. 60k. Not $. So components costing somewhere around the already listed components will be helpful.

Are you from India? I guess so because Circle is a local Indian Brand and i am also thinking about getting that specific case soon. :D

I would recommend 4GB AMP edition of GTX 960 if you can afford it, otherwise it's all fine.

The 128-bit bus is going to limit the 4GB VRAM. I'd really talk to your friend about getting an AMD card because it'll perform much better.
