They may be connected to different powerlines, try connecting them to closer rooms if possible. If not, they may not work for you..

I tried moving outlets and that didn't work... The link light is not lighting up.

No it only came with a manual that I stupidly threw away with the box so now even if it doesn't work... I can't return it

You have to pair the power lines by pressing certain buttons.

Also most houses only have 1 power circuit since its cheaper that way.

How do I do that?

For my powerline, specifically tplink one has a button.

You hold the button on the powerline closest to the router, then run to the other and holding down that. For a hold of 3 seconds.

During this time, the one closest to the router MUST PLUG In via rj45.

Depending on your powerline type, even if both ends is wireless you need the cable.
