Does PcPartPicker show the under load wattages or idle wattages when you're building a computer?

Does PcPartPicker show the under load wattages or idle wattages when you're building a computer?

It shows maximum possible wattage because benchmarks under typical gaming load shows much lower than what is shown in PCPP's wattage breakdown.
