So I got a free video card. It's a 8500 gt. Yeah, i know it's old, but its still much faster than my laptops built in graphics. However, I'm having a very strange issue with it. It runs at the expected speed for about a minuter or 2, then it instantly drops to 28 fps and wont go higher. It is not due to thermal throttling as it only picks up 5 degrees. I tested it using the Triangle of Death in MSI Kombustor. It runs at about 550 fps for a while, then drops to 28 and wont budge. I thought it might be because of my overclock(I oveclocked it to 585 mhz using afterburner) so I set it back to stock but it didn't help. I also removed the overclock from my cpu but it's no different. Thoughts anyone?

PS: If i have a look at my GPU load, it runs at 100 % load for a bit(while getting 550 fps in the triangle of death) but then when it does the whole 28 fps lock thing it drops to like 8% load and goed down to idle temperature. I also tested it using Assault Cube and it does the exact same thing.

sounds like a power delivery problem, i had a similar problem with my 750TI, it would run at a good rate for 7 seconds then like shit for 7 seconds and it would go on like that, i think the PSU is to blame here

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

Builds:

The Toaster Project! Northern Bee!

The original LAN PC build log! (Old, dead and replaced by The Toaster Project & 5.0)

But this card doesn't even have a power connector. It's PCI powered. And it runs fine for a bit, then drops to 28 fps and it WILL NOT go up fro 28 fps unless i restart the system. even if i let it cool it refuses to go over 28 until i restart.

EDIT: Also, when i run a more intense benchmark such as Furmark or the Wavy Plane, it only runs at about 5 fps, but the gpu load is pegged at 100 constantly and it can run like that for ages. I can see the temp go up about 5 degrees so i know it is running a constant load. It seems like there is something in software limiting the fps to 28.

I had the same problem... please watch the video, but basically I found that it had something to do with afterburner it seems. However, after upgrading to Win10, I didn't have the problem anymore, even running with Afterburner.

Dude, I am running a Celeron 430 here(Overclocked to 2.4 ghz but still.). Windows 10 is not an option.

BRUH. but check any utilities that you use in the background (for me it was afterburner)

Im not even running afterburner. The process isn't running at all.

Nope. Steam isn't even installed.

what else do you have installed that can possibly effect the hardware you have? If you watched the video, I think it is infact basically the same thing that you are describing. (maybe it's something that happens with cards that don't use a pci-e power connector)

Again, I highly doubt it is hardware. The gpu has no problems running at full load. It can run at 100% load in Furmark. But I just cannot get more than 28 fps. Is there any other program that could create this sort of limiting?

I figured it out. The CPU is not supplying the frames to the gpu because svchost is hogging all the cycles. I will check out what services are running under that svchost and update you all. BTW here are my specs: specs.png

The CPU is normally oc'd to 2.4 but I disabled it for the sake of troubleshooting.

It's Windows Update. For some reason, the Windows Update service is using almost 100 % of my cpu. I opened up windows update and it just said check for updates. Thats it. it wasn't busy installing updates or downloading updates or anything like that at the time. So why would it be causing these issues?

So I restarted the service and it was fine. Then I disconnected and reconnected my network connection and it started doing the same thing again. So whenever i connect to the internet it triggers something in the windows update service that causes it to load the cpu intensely. If anyone knows why, please let me know. Until then, I won't be getting any updates.
