Potential GPU upgrade?

Hi all! Right now I am running a heavily OCed MSI R9 270x 4g. It runs well enough, but I can't seem to pull more than 40 fps on the Witcher 3 high- ultra settings. I will have around 600$CAD to spend soon, hopefully. So what should I get?

You can get some 2nd tier 980 for that price, but the card that seems to hover at the area is the 390x. 

All the 980's I can find are around 700$CAD(or more). What website are you using to find these prices?
