My 960 appears to be bottle necked while playing Just Cause 3.  The GPU sits at ~60% usage even when I'm struggling to get over 30fps. Temps remain in the 70c for all components. Rest of my build consists of: i7 2600, 12gb of RAM, GTX 960 2gb.

I think it may be the lack of vram, but I'm not sure.

Have you checked your CPU usage?

CPU usage is usually around 40%

 

ram usage? 

Currently at 7882mb

Yeah, but I have it downsized to 1080p. I did try to run it at 1440p for a second, but I was at 16fps

Is your CPU Usage maxed out?

 

Just saw your comment, turn down shadows and texture quality to reduce vram usage.

This doesn't effect anything, I doubt he's running 4k
