i have built my pc outside the case as you do to make sure everything works and when i turn the pc on it shows a blank screen and thats it what is wrong the cpu fan spins up as  normal but the gpu one doenst but i know that this is a feature of my gpu but it is warm when i feel the heat pipes on it i have pluggged in the 24 pin the cpu and gpu wires into my psu aswell what can i do to get this fixed?

There should also be an 8 pin power from the psu to the board.

The gpu fan should always spin up during post.

wait i plugged in the 24 pin the gpu ones and one other one i think it is the 8 pin so does that mean i have missed the cpu one

There's 2 to the actual board, a 24 pin and and 8 pin plus whatever your gpu takes.
