Make sure your RAM has a compatible clockspeed, matching your CPU and Mobo. If it doesn't match, your memory could very be the problem.

None of thoose things helped

Mind detailing further? You already reseated all power connections? Cleared cmos? Made sure all the necessary motherboard standoffs are installed with nothing lacking, nothing extra? Have you tried connecting everything outside the case? If there is a post failure. Any beeps given? Have you installed the system speakers if they are not integrated?

Protip: saying you did everything, without detailing what those things are, usually results in your peers assuming you did nothing. Please be specific.

Leaning towards power supply, though it may be a faulty motherboard as well.

1. Do ensure you are using a 4+4 motherboard power connector and not a 6+2 pciex power connector.

2. Do you have another psu available to test?

3. If your cooler fan is constantly spinning, it might even be that the card is just not displaying. Again, if you got another video card available, try swapping it out.

If you are very sure, then your motherboard is borked. Contact your reseller for exchange if its still under house warranty, or contact your closest asrock service for RMA procedures.

Once you get your replacement motherboard, i suggest you fix it up outside your case to make sure it works before putting it in.

Cheers.
