Before you buy the game, you should have gotten the option to buy the game as a gift (next to the purchase button). Otherwise I'm not sure.

Steam inventory > Send as gift > pick friend

Go to your profile. Roll over your name in the navigation, inventory, Steam, click the extra copy of Portal, click it, on the right it should say "Send as Gift". Click that, can do it via email or Steam from there.
