Doesn't boot from USB/Optical for OS installation

What program/tool did you use to put the Windows 7 iso file on the USB drive?

Pretty sure it's a software problem, I'm on the phone with ASUS rn. Anyone have any ideas?

No matter what I do my optical drive or USB drive won't boot first to install Windows 7 even though the settings show it as the first option. It just skips to the regular BIOS. Even when I force override to the drive it just goes right back to the BIOS. I've tried different USB ports and everything. Help?
