What I managed to build with $320+part of a $200 supply drop my dad gave me for Christmas. Searching craigslist and ebay paid off big time.

4690k: $209.99*

HIS 7950: $95

ASROCK Z87 Extreme4: $60

8 GBS Ram: $26.94

Antec EarthWatts 500 Watt psu: $20*

FM08+TX3+Case Fan: $38.11*

1TB Seagate Barracuda: $33.11

(Anything marked is new or was bought as unopened/opened but never used)

Total: $483.22

For the record, I had a 4460 lined up for $80, but after my dad gave me the $200, went 4690k just for the unlocked chip and a fall back in case it broke during shipping. Also had a laptop I could rip the hdd out of if need be so total cost could've been $320.04 Scrapyard wars ain't got nothing on me.
