I am installing OS to new PC via Flash Drive when my brother accidentally unplugged the PC from the power outlet.

Now it says Bootmgr is missing.

I tried to repeat installation still same issue.

How can I fix it? And is this issue big?

If you can access the BIOS, put the flash drive to install Windows onto the HDD/SSD again

How? I'll select 1st boot to Flash Drive again? I selected that already before my brother unplugged the outlet, does it change? I'll go check it now.

Just boot with the flash drive. Bootmgr probably corrupted itself and you gotta reinstall.

I cant. I selected 1st boot flash drive and it wont.

Here's what I done like I did before installing OS.

Select 1st boot flash drive then restart.

Still says Bootmgr is missing.

Re-format the flash drive with the ISO you were using.

Can you format the OS drive any other way? Maybe through a Linux disc?

and then boot from the usb stick again and format the drive and reinstall windows

like this guide

http://pcsupport.about.com/od/operatingsystems/ss/windows-7-clean-install-part-1.htm#step1

That's the problem it wont boot with the flash drive. It goes straight to Bootmgr is missing.

What OS are you trying to install

You can download a iso of windows 10 from Microsoft and I believe the tool will also put it on a usb stick for you.

Windows7.

do you have iso file on another PC. just repeat the process you did last time to put win 7 on the usb

also unplug any hard drives in the PC and try booting off the usb If that works then your bios was still trying to boot off the Hard Drive

Did you save your BIOS settings after setting the flash drive to be the first boot device? You can also hold down the F8 key while your system starts up, and a menu will appear that lets you manually select which drive to boot from - and the system will then boot from whichever drive you select as soon as you've selected it from that menu.

If the files on the flash drive were corrupt, then you'll need to reformat your flash drive and install the Windows 7 ISO to it again, and then restart the Windows installation process.

Try the F8 trick first. If the Windows installer doesn't load after selected to boot from the flash drive from that menu, then you'll have confirmed that the files on the flash drive have corrupted, and that you need to reformat the flash drive with the Windows 7 ISO.

Hmmm....

is your BIOS set to legacy boot or something along the lines of that

Somehow I got it working to boot with the USB drive, tried to play it a bit more. Now it's currently installing again. I hope it goes well. Thank you very much for helping and staying with me.

No problem. It's typically a bit screwy to get the BIOS to recognize flash drives coming from personal experience :P
