Force 30FPS Youtube

Before we start- I know how beautiful and buttery smooth 60fps is- I play on PC- yet I watch most YouTube video's on my second monitor whilst I do other things- as such, I do not want to waste bandwidth on 60fps when 30fps would be more than fine. Is there any way to force 30fps on chrome?

My rig; CPU: i5 4690K @ 3.7Ghz, RAM: HyperX Fury 8GB vengeance @ 1600Mhz, GPU: MSI R9 270 2GB, MOBO: MSI Z-97 SLI, PSU: Corsair 750M semi-modular

Just watch them in 480p in a small window 

Even 720p60 would work - doesn't use much more bandwidth
