The 212 evo and the TX3 are the same size and probably 100% the same technology.

How about the noctua nh l9a? 

 

Or L9x65

The noctua fans run pretty quietly(almost silent) when you slow them slightly down.

212 and tx3 are not at all the same size. tx3 is way smaller, and has less cooling potential. It's fine for his purpose though, since he isn't overclocking and it also is pretty silent. (I've used it myself before i got my  aio)

It is, and tx3 is ~92mm i think.
