Arma 3 wont start

So I just got arma 3 and i tired to launch it and i get 

0xC000009A - STATUS_INSUFFICIENT_RESOURCES

 

I went to the Community FAQ and nothing helped

Do you have any mods installed?

 

 

Also try verifying the game.

First off, smack that "follow" button in the top right of this thread so you automatically see our replies, whether or not we quote you.

 

 

Secondly, if you're launching w/ mods, click the drop down on the launcher next to "launch" and select "launch w/o mods"

 

If you're launching without mods already, what are you system specs? Have you played arma 3 before? If so, when did it last work? Have you updated the game recently?

That's a good point, if you don't have a fairly beefy PC you may not be able to play the game.  Arma 3 is very intensive. I usually get around 40 FPS with my rig at 1080p

System Spec

 

Windows 10 (latest Version)

 

CPU: Intel i5-4590T

 

GPU: GTX 750TI

 

8 GB Ram

 

No i have not played arma 3 before

That should be enough to at least start so I would try verifying it and if all else fails, just re-download it.

right click arma 3, go to properties, local files tab, view intengrity of game cashe

I got it through steam would it be the whole game file in under steamapps/common?

"All files successfully validated"

 

so uninstall and reinstall?

same issue, the launcher says:
