any one know if i can crop one subject out of a video in premier pro? like crop a bird out of a wider shot?

If you mean crop the video and the bird is say on the outside of it (wide angle), then yes.

Like adding a blur? DSLR effect, that's more for After Effects.

say i videoed a sunset over an ocean but in premier pro  or after effects could i zoom into a boat with the sunset in it

Just zooming in on a object, of course you can. May not be that good quality tho, compared to actually zooming in with a camera.
