Currently have an xfx 7870 DD 2GB, figured it's time for an upgrade as the 2GB is limiting (for example, averaging 125fps in GTA V with most settings cranked, but can't crank all the settings because of the memory constraints). I'm using, and will most definitely be sticking with a 1080p monitor, so 1440p/4k support and performance doesn't matter. Looking to spend somewhere around $USD200-250. I've been looking at the sapphire R9 380x. Are there any better cards for the money? I'll most likely be waiting till January to get it as I had to RMA my motherboard, and who knows when my replacement will show up.

As for system specs, this is what I've got:

Gigabyte Z97 HD3

Intel core i5 4590

Corsair cx600

The Sapphire 380X. Yeah.

Though, you can probably find a used/refurbished R9 290 for that much. I would recommend the 290 instead if you can find one.

I found a used Powercolor 290 for $225...but it's got the reference cooler. I found XFX 290 coolers for a couple of bucks on eBay. Would that fit on the card, or is the xfx card design different from the reference (I know xfx tends not to tweak the cards too much)
