First time getting an Intel and I'm going with i5 4460 that's gonna be coupled with R9 380.

Now I've found a couple of newer H81, B85 boards that support Haswell Refresh out of the box. Now, I know that for AMD you can't pair expensive 125w CPU with cheap board because of power phasing, what about Intel?

I really don't need features of Z97 mbo, so will a H81/B85 deliver good and stable performance with this CPU?

Yeah, H81/B85/H97 should be more than enough.
