CPU Turbo stuff

Why is my cpu not turboing to the speed i set it to turbo under load? (FX-8320 @ 4.0GHZ and Turbo to 4.7GHZ) It turbos in windows desktop and stays perfectly cool but when i run a stress test (3D Mark Physics Test) it only goes to like 4.12GHZ at the most. (Still staying perfectly cool since i have a water cooler)
