If you don't have anything installed on that HHD, you could clean the whole drive (Basicly resetting it) I had this with a external HDD once, where i was only able to access 20mb of the 500GB on it.

Run CMD as Admin

From the command prompt, type diskpart and press Enter

From the diskpart prompt, type list disk and press Enter

A list of disks will appear in a text format. You will return to the diskpart prompt.

Warning: Diskpart Erase/Clean will permanently erase/destroy all data on the selected drive. Please be certain that you are erasing the correct disk.

From the diskpart prompt you will need to select a disk disk number (for instance, if the your Hard Disk drive is Disk 1, you would type select disk 1) and press Enter.

Warning: Diskpart Erase/Clean will permanently erase/destroy all data on the selected drive. Please be certain that you are erasing the correct disk.

A message appears saying that the disk is selected. You will return to the diskpart prompt.

Warning: Diskpart Erase/Clean will permanently erase/destroy all data on the selected drive. Please be certain that you are erasing the correct disk.

From the diskpart prompt, type clean and press Enter. The drive's partition, data, and signature is now removed. You will return to the diskpart prompt.

Warning: Once you type clean and hit enter the drive will be erased. No warning will be provided.

The Command Prompt window will display the message "DiskPart succeeded in cleaning the disk".

Now the HDD drive can be re-initialized, partitioned, and formatted.

You cannot free recovery space up, or i would say you shouldn't.

Also please check that there is actually a partition, make sure there is no greyed out partitions as that means that they are unassigned which would probably relate to it being of 0GB.

The reason you're experiencing this is that your old Windows installation set access permissions to all the files that were created under it in any fixed (as opposed to removable like USB) drives. And your new Windows installation simply respecting those permission levels. Removing all partitions will clear those out (along with all your old data) and formatting them under your new Windows will grant access permissions to you under your current OS.

If you need to retain your data, do not format the partitions with your data! You should however format the old MBR at the beginning of the old drives (to prevent your machine from booting to them by accident)

Depending on your previous security settings you might be able to grant your current user access to your old files by right-clicking on the old partition in File Explorer, Click Properties, navigating to the Security tab, Click Edit, Highlight your user name and tick all the permissions you want to grant the user. Do not grant full access even to yourself if you're not protected! And again, this all pivots on how it was previously set up. You cannot circumvent  passwords or encryption here.

- i succesfully freed up extra 12gb on my ssd , since the recovery space was 100% empty

- im transferring all my 900Gb of data to an external hhd , then im going to format it and put the files back but that will take a while
