I've done it when things got corrupted on Win 7. perfectly safe to do.

My computer pops up with your "recyling bin" is damaged, do you want to clear it.

so i found this on the web 

 

rd /s /q C:\$Recycle.bin

 

Once you do this, the Recycle Bin folder and all the files and folders in it will be deleted.  On computer restart, Windows will recreate a new Recycle Bin for you.

 

Should i do this?

yes.. recycle bin contains deleted folders. presuming you want to get rid of them
