Recently, following the video, I built a computer with a motherboard from a xw8600 workstation, two Xeon e5462s, 4x4GB 677Mhz ECC FBD memory, gt620 (upgrading to 750ti soon), CM Elite 480w PSU and a seagate 80gb hard drive. When ever I turn on the power supply, I get no video, but I get a series of beeps from the system speaker. 2 short beeps and repeats five times

You used ECC memory correct?

Not all servers require ECC/REG memory, mine is using 2 4GB 1333 just plain DDR3, while yes, this can present an issue on some motherboards.

Depending on the BIOS, it seems to point at 2 beeps being a memory parity issue. Maybe try just one stick of RAM at a time.

I tried reseating the memory and I tried one stick at a time but the beeps are still there, the fans try to spin but stop when the server is powered on. I plugged a pcie connector into the "6pin memory" connector on the motherboard when this is plugged in, the fans do not spin at all and it makes 4beeps and repeats 5 times.

It certainly could be a compatibility issue.

 

In this manual, http://www8.hp.com/h20195/v2/getpdf.aspx/c04136962.pdf?ver=18 it shows the X5460 but not the E5462. It does however list the "Quad core 5400 series processors" as acceptable. (Maybe see if you can try it with one of the processors off of its list and see what happens.)

The beep code part starts on page 115. It says:

 

Blinks red 4 times (once per

second), then a 2-second

pause, and then 4 beeps

Power failure. Perform the following:

1. Perform the power supply self-test.

2. Open the access panel and verify that the necessary power supply cables are

connected to the system board.

3. Locate a faulty device by removing all devices, and then reinstalling them one at

a time until the workstation fails:

a. Disconnect AC power to the workstation.

b. Remove all devices.

c. Reinstall a device

d. Reconnect AC power.

4. Replace the device causing the failure.

5. Continue adding devices to ensure all are functioning properly.

6. Verify power supply functionality. Perform the following:

a. Disconnect AC power.

b. Remove all internal power supply cables from the system board.

c. Plug in AC power.

● If the power supply fan spins and the LED illuminates (see Testing

power supply on page 118), the power supply is good. Replace the

system board.

● If the power supply fan does not spin or the LED does not illuminate

(see Testing power supply on page 118), replace the power supply.

That I don't know. The literature for the 4 blink/beep is what I quoted. I'd exhaust that troubleshooting branch first before buying parts.

It's also always possible that the motherboard itself has an issue. If the power method tests don't work, I'd look to try any components you can in a known working system to narrow down your choices.

I tried with a KCAS 1000w power supply but the same beep code occurs. I can't test any of the parts other than the gt620 and the power supply which work because I don't have any other lga711 systems. The same beep code appears if I disconnect the CPU power connectors.

This guide says that it is because of a thermal shutdown. I didn't connect any fans to the system as I'm trying to passively cool it. Could this be the cause of the error code? http://avid.force.com/pkb/articles/en_US/Troubleshooting/en273795

Could be. That's the guide I linked in my first post, but since then you said it was giving you a 4 beep pattern which is why I was recommending power tests.

It may be that it will fail post without a tach signal. What are you using for heatsinks and ventilation? Passively cooling a dual processor machine could be pretty tough.

I am using Intel stock coolers from lga1150 and pga370 with zip ties. I have three fans with 4 pin connectors and three with a three pin but the board has two 5 pin CPU headers and three 4 pin headers. I found in this manual the diagram for the 5 pin headers and like you said, a tach signal isn't being delivered. Can I mod one of my fans to deliver the second tach signal?
