should i upgrade to x99 5820l or the GTX 980ti classified or a i7 4790k+GTX 970 g1 gaming?  be mostly gaming + media encoding 700- USD

What are your current specs and power supply?

I would go for the 980 ti.

Get a regular 980ti and an EVGA GS, G2, any XFX and any Seasonic PSU.

if you go for that option get a 390 not 970

Pro Tip: don't use flash when taking pictures of your build; use a longer exposure instead. Prop up your camera with something (preferably a tripod) if necessary.

a 5 second clip with special lighting in after effects took 20 mins with Cuda on

It would be an upgrade.... a small one but still a decent one.  You could easily switch it out for another 970 and sli them however.  If you do that , I would definitely get a new power supply.  Something like a EVGA G2 750W would work very well.
