I would prefer the pure rock over the 212 evo, because of quietness, and better looks with the same cooling.

I always suggest people plan to upgrade the fan on the 212 EVO after 1 to 2 years.  Sleeve bearing fans are fine for the short run, but can die prematurely and for a cpu cooler that is not good.  Just keep that in the back of your mind for the future.

As mentioned above, consider going with 8GB of RAM for now. However, I would suggest you get a single 8GB stick over 2 x 4GB sticks so that you have the option to upgrade to 16GB of dual-channel memory. That should make your GPU budget a bit more lax. Moreover, an aftermarket CPU cooler is not a "must" if you're not overclocking, which you aren't considering that is a locked chip. Here's a suggestion:
