Dead GPU?

So, I bought a new motherboard, installed my cpu, ram blah blah and when I tried turning it on, it didn't post. I took the GPU out, it posted. Changed the BIOS from PEG to IDG and then the computer seemed to work fine with the integrated graphics, so I used an older gpu of mine, which worked with the PC. When I tried using the new gpu, and plugged the HDMI in it, it didn't work. When I plugged it in the integrated graphics, it worked, but stopped at the starting windows part. I tried booting into safe mode, but it stops at the file classpnp.sys. If i put in the old gpu, the pc works. So my question is, is my gpu dead? Is it the driver? What should I do?

PS I already have the latest bios!
