In fans the ammount of air the fan can push is by CFM right? I have an Arctic Cooling F12 claiming to push up to 74 CFM at 1350rpm,

A Silverstone FN121 only pushes 53 CFM at 1200rpm.

They are priced at 7$ for the F12 and 15$ for the FN121, with this price difference what am I paying for even though the FN121 is mor expensive but pushes more air.

 

Other that noise level what is the difference?, also what is the difference between the type of bearings.

Fan specs aren't usually reliable. 

The Arctic F12 is about as middle of the road as it gets for a fan. It's not that quiet-tier or loud and doesn't perform badly. The FN121 is similar but performs better with a bearable tone at higher speeds if you don't mind the noise level and is quieter if you can lower the voltage. 

What are the fans being used for?
