[HELP] Windows Adjustable Performance Script

So I regularly have to clean up PC's at work. 
And run constantly into the problem of a slow, laggy, dreadful laptop / pc.

Besides the usual small things to make the OS react a bit better without safe-mode there are a small things I do.
I would like to automate a certain task I apply to every single windows 8, 8.1, 10 I have ever touched.

The following settings what I do are displayed here :

Is there a way to apply those settings with a...bat file?
