In the process of making a plan for a build for a coworker, all he's going to be doing with it is Photoshop and web surfing.

Budget is 400$

I took care of the planning, but just want to make sure the 610 is not a problem. Basically just need something that can display an image and the CPU does the rest in Photoshop, right?

Umm....  your also using 8 cores, PS is pretty poorly set up for multithreading.  Much better off with a better 4 thread i3.

Oh and the SSD!!!!   32GB??  thats 1$/GB grab a 250 EVO at .3$/GB

to some extent. yes.

GPU type can impact color quality (8 bit vs 10 bit... although it DOES recquire a compatible 8 or 10 bit monitor)

also the GPU acceleration also does come into play...

my suggestion would be to get the following:

PCPartPicker part list / Price breakdown by merchant

CPU: AMD FX-6300 3.5GHz 6-Core Processor  ($89.99 @ Amazon)

Motherboard: ASRock 970M PRO3 Micro ATX AM3+/AM3 Motherboard  ($59.98 @ Newegg)

Memory: G.Skill Ares Series 8GB (2 x 4GB) DDR3-2400 Memory  ($44.99 @ Newegg)

Storage: Hitachi Ultrastar 750GB 3.5" 7200RPM Internal Hard Drive  ($34.99 @ Amazon)

Video Card: PowerColor Radeon R9 270 2GB TurboDuo Video Card  ($109.99 @ Newegg)

Case: Fractal Design Core 1000 USB 3.0 MicroATX Mid Tower Case  ($29.99 @ Micro Center)

Power Supply: Fractal Design Tesla R2 500W 80+ Gold Certified ATX Power Supply  ($39.99 @ Newegg)

Total: $409.92

Prices include shipping, taxes, and discounts when available

I don't think Photoshop/web surfing really quantifies a 270.

depends on the complexity.

trust me, ive been using it for years to make wallpapers and forum signatures.... let's just say, a strong GPU is underrated. Some filters take forever to load on larger images, because there is just so many fucking pixels to affect.

According to anandtech 8320 beats out a 3rd gen i3. So with Intel's minimal improvements, I'm sure it'll beat out a 4th gen i3 as well.
