GPU clock speed changes while playing game

I was wondering as I just started to notice it, is the clock speed for the GPU is supposte to be rock solid lets say 1400mhz when I play games on my 970 overclocked because i think it used to be. Now its hoovering around 1100-1400 depending on gpu usage (i play vsynced 60fps) . I have gpu power set to prefer maximum performance in nvidia control panel and all my games and not sure why it changes the clock speed, my tems are fine btw. Does the change of the clock speed have any impact on performance when some more intense scenes come up? (meaning fps drops for a second when it boosts to higher clock) THanks in advance

If the GPU doesn't need to be pushed to it's maximum it'll down clock to save power.
